Environmentally friendly building materials must be used from 2013

The Ministry of Construction’s Circular on the usage of unbaked materials in construction projects is effective from 15 January, 2013.


According to the Circular, construction works invested by the State budget will have to use 100% unbaked materials. Constructions in urban areas of third-class or higher are now forced to use 100% unbaked building materials. Meanwhile, construction works of other sectors are required to use at least 50% unbaked materials from January 15 and all works will have to be subject to usage of 100% unbaked materials after 2015, Projects having nine floors or higher developed by any capital sources will have to use a minimum 30% of unbaked materials by 2015 and 50% afterwards.

The Circular is released under the Decision N. 567/QD-TTG of the Prime Minister on approval of unbaked building materials development program to 2020 in order to develop unbaked building materials production and use instead of using clay bricks. The non-baked material usage will save farmland contributing to national food security and protect environment and bring economic efficiency for the whole society.
