In July 2011, the “Offshore Wind Development, Construction and Management Guideline” was drafted and released. This step taken by both China National Energy Bureau and National Ocean Bureau have put offshore wind on top of China’s priority list of clean energy development, signaling to the market that the central government is very ambitious about the development of the offshore wind industry.
However, offshore projects have their unique set of challenges, including a complex regulatory structure, technical and logistical risks associated with the offshore operations environment and lack of mature case studies within China. Only the best informed will the winders from the massive opportunities presented from the offshore wind sector.
