This report evaluates some of the principal issues associated with Spain’s biofuels industry, support policies, employment creation, emission abatement and the role of biofuels and other renewable transport technologies in meeting EU renewable energy targets. The report assesses the costs and benefits of Spain’s policies in meeting the objectives that EU member states have set out to achieve—increased energy security, improvements in environmental performance and the generation of additional economic value. The report finds:
  1. Support to Spain’s biofuel industry in 2011 was estimated at between €213 million and €237 million for ethanol and from €955 million to €1,002 million for biodiesel.
  2. 2011 carbon abatement costs for ethanol were €488 per tonne CO2 avoided and €194 per tonne for non-land based biodiesel. Conventional biodiesel was responsible for net emissions increases and no abatement cost can be calculated.
  3. There is a wide range for the number of direct and indirect jobs created by the Spanish biofuels sector estimated at between 3,797 and 12,055 in 2011. Job estimates are based on a variety of job-counting approaches used in measuring biofuel and renewable energy jobs reflecting the challenges in assessing the numbers and quality of sectorial jobs.
  4. More than 75 per cent of biodiesel consumed in Spain was imported in 2011. Around 95 per cent of biodiesel feedstock was imported with 90 per cent coming from Argentinian soy and Indonesian palm oil. Spain also imported 73 per cent of the feedstock used in ethanol production eroding energy security benefits due to a high reliance on foreign imports.
A number of policy recommendations are provided to promote the sustainability and effectiveness of Spain’s biofuel policies.

China Update: Beijing targets polluting cars to clean up air (9 Oct 2013)

The slogan used to greet visitors during the 2008 Olympics lost some of its luster if you traveled to the capital in the last few days of the National Day holiday.

From Thursday to Sunday, the city was shrouded in the heaviest smog in months, and neighboring Tianjin municipality and Hebei province were no exception.

On Monday, cold air pushed the smog southward to central and southern parts of North China, as the National Meteorological Center continued issuing a smog warning for the region.

"It's completely different from the golden autumn that I had expected in Beijing," said Wang Zhidong, a 37-year-old tourist from Tianjin who visited the capital during the holiday.

The pollution also reduced visibility, causing traffic congestion on expressways and flight delays.

The Beijing Environmental Protection Bureau said high humidity and lack of wind were the major reasons for the haze.

Yu Jianhua, who is in charge of air pollution management at the bureau, said the size of the city and the fact that it is ringed on three sides by mountains has made it hard to disperse pollutants.

Beijing has been hit frequently by smog in recent years. The city had 14 smoggy days from Sept 1 to 28, about 10 more than the average in the same period for the past 20 years, according to the China Meteorological Administration.

Pollutants emitted by cars are the major cause of the smog. Coal consumption in neighboring regions and dust from construction sites also contribute, according to the Beijing Environmental Protection Bureau.

Car emissions have become a major source for air pollution in big cities, accounting for 58 percent of the nitrogen oxide, 40 percent of the volatile organic compounds and 22 percent of fine particles in Beijing's air, according to the Ministry of Environmental Protection.

To tackle pollution caused by vehicles, a senior ministry official has suggested the government collect a fee from heavy-polluting vehicle owners, rather than giving out subsidies to phase out such vehicles.

"It is questionable issuing subsidies to the polluters by using money collected from everyone through taxes, which is against the basic concept of ‘holding those who cause pollution responsible for clearing it up' in environmental protection," said Ding Yan, deputy head of the ministry's vehicle emission control center.

As many as 15 million yellow-label cars — those that do not meet the phase 1 emission standards — will be removed from the roads nationwide by 2017, according to the Airborne Pollution Prevention and Control Action Plan (2013-17) unveiled by the central government last month.

Pollutants emitted by one yellow-label car equal the amount from 28 vehicles meeting phase 4 emission standards. They account for about 10 percent of the vehicles being used yet discharge 50 percent of the pollutants coming from automobiles, according to the ministry.

But removing them from the streets is no easy task. Policies in the past almost all saw subsidies from local governments to encourage yellow-label car owners to abandon the old cars.

Ding said the most rational move is to collect fees from yellow-label car owners, and use the fees to accelerate the upgrade of emission standards.

The plan also requires major cities such as Beijing, Shanghai and Guangzhou to strictly control the number of vehicles.

China has been the world's top automobile producer and seller for four consecutive years. During that period, the number of light motor vehicles has grown 20 percent every year, reaching 82 million at the end of 2011.

The total number of motor vehicles in China will reach 590 million by 2050, according to research by Tsinghua University.

"To ‘strictly control' does not mean to stop developing the industry, just a restriction to the pace," said Ding, adding that Beijing's annual growth in the number of vehicles was reduced from 800,000 to about 200,000, after the local government started to restrict the issuing of license plates.

The capital vows to keep the number of private cars to less than 6 million by the end of 2017, as compared with more than 5.2 million in early 2013.

The Environmental Protection Department has urged owners of Toyota LPG taxis manufactured in 2002 or before, and minibuses manufactured in 2007 or before, to apply for the subsidy to replace catalytic converters and oxygen sensors of petrol and liquefied petroleum gas taxis and minibuses before October 14.

Applications should be submitted at designated vehicle repair workshops.

More than 60% of the vehicles' owners have applied for the subsidy. Part replacement started today and will be completed by December 31.

At present, 80% and 45% of LPG taxi and minibus catalytic converters have worn out, causing excessive emissions. Replacement of these converters can reduce vehicle emissions by 90%.

To improve roadside air quality, starting from next April, the department will use roadside remote sensing equipment to monitor excessive emissions of petrol and LPG vehicles.

Vehicles found with excessive emissions will be required to pass an advanced emissions test with the aid of a chassis dynamometer, or the vehicle licence will be cancelled.

The Environmental Protection Department has raised by $3 billion its proposed subsidy to phase out pre-Euro IV diesel commercial vehicles, to a total cost of $11.71 billion.

Speaking to the media today, Secretary for the Environment KS Wong said the proposal strikes a balance between transport trade concerns and public health.

He appealed to the industry to phase out the vehicles as soon as possible to improve roadside air quality, although retirement deadlines for the vehicles will be deferred by one year to address its concerns.

In a paper tabled to the Legislative Council Panel on Environmental Affairs, the department proposed an incentive-cum-regulatory approach, while also limiting the service life of newly registered diesel commercial vehicles to 15 years, including goods vehicles, minibuses and non-franchised buses. 

The department said the proposal will reduce vehicle emissions of respirable suspended particulates and nitrogen oxides by 80% and 30%.

As at the end of March, there were 131,200 registered diesel commercial vehicles in Hong Kong, of which 84,600 were pre-Euro IV.

If approved by the council, a new regulation will be proposed under the Air Pollution Control Ordinance, imposing requirements for granting vehicle licenses under the Road Traffic Ordinance.

The proposed regulation will then be tabled to the council in late October or early November for negative vetting, to be implemented in the first quarter of 2014.

Marking World Car Free Day on September 22 every year, the Ministry of Environment (MOE) will hold ‘Car-Free Week’ for one week from September 30 to October 6 across the nation.

World Car Free Day, first led by the town of La Roche in France in 1997, has become a global event joined by 2,158 cities in 39 countries worldwide with an aim to give up using cars at least for one day.

MOE has carried out campaigns to reduce greenhouse gas emissions by using fewer cars with local governments and civic groups since 2008.  

The dates of this year’s Car-Free Week, which is supposed to fall from September 22, are adjusted considering Chuseok holidays. The theme of Korea’s Car-Free Week is ‘Clean Air- It’s your move!’ quoting the slogan of European Mobility Week.

MOE and Metropolitan Air Quality Management Office (MAMO) opened an official website for car-free campaign (www.carfreeday.kr) to raise citizens’ awareness and participation in the event.

As a part of street events, a polar bear’s free hug event and photo session will be held on the 30th in Gwanghwamun square, and an exhibition of environmentally-friendly works will be staged by October 6 in Gwanghwamun station.

In addition, the officials working in Government Complex in Seoul, Gwacheon and Sejong will voluntarily join the event of ‘commuting without a car’ on September 30.
The local governments and civic groups across the nation will designate a specific day for car-free day from September 30 and carry out campaigns to promote the use of public transportation.

Motor vehicles in Beijing consume more than 7 million tons of fuel annually, discharging about 900,000 tons of emissions every year, municipal environmental authorities said on Tuesday.
The capital currently has 5.35 million vehicles, which consume over 4 million tons of gasoline and more than 2 million tons of diesel annually, said Li Kunsheng, an official in charge of vehicle emission management with the Beijing Municipal Environmental Protection Bureau.
The annual vehicle emission load is about 900,000 tons and contains 77,000 tons of hydrocarbons and over 80,000 tons of nitrogen oxides, according to Li.
"Vehicle emissions have been proven to contain over 100 kinds of carcinogenic substances. Even worse, the emissions are discharged at low altitudes, which may affect people's health more directly," Li said.
Cars in the city are considered major polluters in Beijing, with its number keeps growing.
A report by a research team from the Chinese Academy of Sciences revealed that vehicle exhaust has beaten industrial emission to become Beijing's top sources of air pollution, contributing to 22.2 percent of PM 2.5 particles.
PM 2.5 particles are airborne particles measuring less than 2.5 microns in diameter that caused hazardous smog earlier this year.
Li said that it is difficult for Beijing's emissions to diffuse because the city is surrounded by mountains, and emission reduction should be the first consideration when the city government strives to improve air quality in the often smog-shrouded city.
Beijing unveiled a package of anti-pollution measures earlier this month, including cutting vehicle emissions and curbing industrial pollution.
The package is part of an action plan released by the municipal government, which has pledged to reduce PM 2.5 density by 25 percent or more by 2017.

Beijing is expected to have more than 1,000 electric taxis by the end of this year which will help reduce emissions in the city, Beijing Times reports.
The city's Changping District has added 50 new electric taxis and plans to introduce more in the second half of this year, bringing the total number of the environmentally-friendly vehicles to more than 1,000, according to Beijing Municipal Commission of Transport.
It is understood that currently electric taxis in Beijing have all been piloted in the suburbs due to mileage limitation and charging station. Every taxi can get around a 3,000 yuan subsidy per month from the government.
The 'green' taxis will also help reduce pollution in the city where the dangerous levels of smog have dominated the headlines for months.
The city has around 66,000 taxis in total.

     The Environmental Protection Department (EPD) announced today (July 31) that the subsidy programme for the replacement of catalytic converters and oxygen sensors on petrol and liquefied petroleum gas (LPG) taxis and light buses will start on August 15. Vehicle owners will be able to submit applications and make reservations for replacement service in phases according to the year of manufacture of their vehicle. The programme aims to reduce emissions from taxis and light buses and therefore improve roadside air quality.

     The programme is being conducted on a voluntary basis and the subsidy will cover the necessary components and associated replacement work. The suppliers of components and vehicle repair workshops for the replacement service were selected through open tenders held by the Government. The levels of subsidy are being set according to the tender results. A total of 52 vehicle repair workshops and three suppliers of components have joined the programme. The appointed contractors can request vehicle owners to pay for the difference if their charges exceed the levels of subsidy. Details of the appointed contractors for the programme and their charges have been uploaded to the EPD's website at
www.epd.gov.hk/epd/tc_chi/environmentinhk/air/prob_solutions/LPG_Catalytic_Converter_Replacement.html(Chinese version only).

     To ensure that the replacement programme runs smoothly, eligible vehicle owners who wish to join the programme should take with them the vehicle and a copy of the Vehicle Registration Document and submit their application as well as make a reservation for replacement service according to the year of manufacture of the vehicle (see Appendix) at one of the designated vehicle repair workshops. Vehicle owners are allowed to make their own choice of supplier for components. The subsidy will not be granted to vehicle owners who fail to submit their applications and complete the replacement within the designated period. The whole programme will be completed by March 31, 2014.

     A spokesman for the EPD said, "At present, the catalytic converters of some 80 per cent and 45 per cent of road-running taxis and light buses respectively are worn out, causing excessive emissions. Replacement of worn-out catalytic converters can reduce vehicle emissions by as much as 90 per cent."

     The spokesman appealed to eligible vehicle owners to join the programme. He added, "To improve roadside air quality, starting from April next year, the EPD will use roadside remote sensing equipment to step up monitoring of any excessive emissions by petrol and LPG vehicles. Vehicles found to be emitting excessively will be required to pass an advanced emissions test with the aid of a dynamometer within a designated period of time. Otherwise, the vehicle licence will be cancelled."

Gas stations across Shanghai will start selling cleaner fuel in December, the latest initiative by the city to reduce vehicle pollution.

Local authorities yesterday announced the timetable for implementing the Shanghai V (5) standard for fuel.

This includes the Shanghai V standard for petrol and "5th-phase" standard for diesel.

The cleaner fuel will be available at two or three gas stations from September as a trial. It then goes sale citywide from December.

These standards cap sulfur content below 10 parts per million - compared with the current 50 ppm.

The local standard is similar to the European V automobile diesel standard and the Beijing standard V for automobile petrol, said Shen Weimin, deputy director of the Shanghai Quality and Technical Supervision Bureau.

Manganese content - a major exhaust pollutant that can harm the respiratory system - will be cut to 2 milliliters per liter in the new standard from the current 6 milliliters per liter permitted.

Fuel prices will stay almost the same, said the bureau.

Stricter restrictions on banning highly polluting cars will also be introduced in November.

"The city has taken a series of measures to curb pollution, but there is still a big gap in its air quality compared with developed countries," Shen said.

"Pollutants caused by road traffic are particularly severe, with volatile organic compounds and nitrogen oxide the major pollutants in emissions in urban areas," added the official.

A local equivalent of the Euro V standard is urgently required to tackle environmental problems, Shen said.

The bureau said the city will implement a national V standard of automobile fuel when issued.

In May, Beijing became the first city in China to adopt a standard which is equal to the Euro V vehicle emissions cap.

When a grace period ends in 2017, this standard will be introduced throughout China.

"The timetable shows that China is pushing faster to upgrade gas quality," said Wang Zhen, deputy head of the China University of Petroleum's China Energy Strategy Research Institute.

Objective
The Clean Air Drive-Manila project promotes the use of non-motorized transportation options and alternative fuels to reduce emissions from vehicles. It provides an opportunity to present the concept of electric vehicles and alternative fuels in a public discussion forum.
The Nissan Global Company Limited and CO2 Green Drive of the Danish Cultural Institute have engaged Clean Air Asia and Partnership for Clean Air to implement the Clean Air Drive-Manila.
Approach
The Clean Air Ride-Manila will be integrated in the 3rd Electric Vehicle Summit at the Meralco Theater on 28-29 November 2013.
Outputs
• Clean Air Ride Program: The Clean Air Ride (Clean Air Drive) program has been performed 26 times in 22 cities on 5 continents using alternative fuel powered transportation solutions such as Brushes, smart phone GPS technology as Paint and cities as Canvases.
•Communication materials (brochures) on:
o Air pollution and greenhouse gas (GHG) emissions
o Contribution of transport sector to air pollution and GHG emissions
o Non motorized transportation
o Electric vehicles as alternative to conventional vehicles
•Public forum, with a panel discussion during the Clean Air Ride-Manila. Five panelists will be invited representing:
o Private sector (Nissan and possibly 1 more)
o Government
o NGO
o Academic expert
o Development agency

Seoul to raise minimum fuel efficiency standard for cars from 2020

SEOUL, July 15 (Yonhap) -- The government is moving to further toughen minimum fuel efficiency standards for automobiles, officials said Monday, in an effort to cut down the country's energy consumption and also reduce greenhouse gas emissions.

According to officials from the Ministry of Trade, Industry and Energy, the government is moving to raise the minimum fuel efficiency requirement of passenger cars to 20 kilometers per liter (km/l) from 2020.

Currently, the country has no minimum requirements, though it is set to begin enforcing a 17 km/l requirement from 2015. Automakers that fail to meet the minimum requirement can be subject to a fine, the ministry has said.

The move to further toughen the country's minimum fuel efficiency standards follows similar plans by most advanced nations.

The United States is moving to only allow sales of vehicles that meet the minimum fuel efficiency of 56.2 miles per gallon, or 23.9 km/l, from 2025, with Japan also set to introduce a 20.3 km/l requirement from 2020, according to ministry officials, who requested anonymity.

"The proposed minimum requirement was set after considering the global trend and the country's development capacity," the officials said.

The government apparently believes tougher minimum fuel efficiency standards will lead to the development of hybrid or clean-energy cars, such as electric and fuel cell vehicles.

South Korea is currently working to cut its greenhouse gas emissions by 30 percent from its business-as-usual level in 2020.
