The Government will post information on the Kong Yiu River's water quality on a website starting from October 4, following a leachate lagoon leak at the North East New Territories Landfill in Ta Kwu Ling, Secretary for the Environment KS Wong says.

He told reporters the Government hopes the move will increase transparency, strengthen communication with the local community, and ease public worries.

He said the Government is concerned about the leak, and is monitoring the situation around the landfill. The river's water quality has been improving, he added.

The Environmental Protection Department is now considering legal action against the contractor.

The Environmental Protection Department has urged owners of Toyota LPG taxis manufactured in 2002 or before, and minibuses manufactured in 2007 or before, to apply for the subsidy to replace catalytic converters and oxygen sensors of petrol and liquefied petroleum gas taxis and minibuses before October 14.

Applications should be submitted at designated vehicle repair workshops.

More than 60% of the vehicles' owners have applied for the subsidy. Part replacement started today and will be completed by December 31.

At present, 80% and 45% of LPG taxi and minibus catalytic converters have worn out, causing excessive emissions. Replacement of these converters can reduce vehicle emissions by 90%.

To improve roadside air quality, starting from next April, the department will use roadside remote sensing equipment to monitor excessive emissions of petrol and LPG vehicles.

Vehicles found with excessive emissions will be required to pass an advanced emissions test with the aid of a chassis dynamometer, or the vehicle licence will be cancelled.

China will reduce its consumption of coal and gradually increase the use of natural gas during the next few years, according to the Airborne Pollution Prevention and Control Action Plan (2013-17), which was released by the State Council on Thursday.

Total energy consumption is measured in tons of coal, irrespective of the method of generation. In 2011, China's total energy consumption was 3.48 billion metric tons of coal, out of which coal consumption contributed 68.4 percent, while natural gas contributed just 5 percent, according to the National Bureau of Statistics.

In 2012, the country consumed nearly 2.5 billion tons of coal, more than all other countries combined, according to the Ministry of Environmental Protection.

The central government has decided to reduce the amount of coal being burned to less than 65 percent of total energy consumption by 2017, while consumption of natural gas will rise to 7.5 percent of the total by 2015.

The country will employ a number of measures to achieve the reduction in coal use, including increasing the use of non-fossil energy. Coal consumption is expected to decline in areas such as the Beijing-Tianjin-Hebei cluster, the Yangtze River Delta region and the Pearl River Delta region, often known as the "three key districts".

Supplies of natural gas, coal gas and coalbed methane will also be increased. Between 2011 and 2015, 44,000 kilometers of natural gas pipelines will be built, raising the annual receiving capacity of coastal-based liquefied natural gas terminals by more than 50 million tons, according to the 12th Five-Year Plan on Energy Development (2011-15).

Natural gas pipeline capacity will rise by 150 billion cubic meters by 2015, covering the three key districts, and urban residents will have priority use of the power generated by the newly added supply.

China's huge coal consumption has resulted in serious air pollution. In Beijing, coal use contributed about 20 percent of a primary pollutant called PM2.5 - particles up to 2.5 microns in diameter, small enough to enter the lungs and blood stream. However, that figure rises to approximately 30 percent if emissions of sulfur dioxide and nitrogen oxide - which can produce PM2.5 during the burning process - are taken into consideration, said Jiang Kejun, senior researcher at the Energy Research Institute of the National Reform and Development Commission.

About 50 percent of the coal burned in China is used for homes, small-capacity boilers and small businesses, according to Chai Fahe, vice-president of the Chinese Research Academy of Environmental Sciences.

"These pollution sources are always close to the ground, and have very poor pollution-control technologies," he said.

Chai emphasized the importance of "efficiency control", or the way the coal is burned, in addition to controlling the total amount of fuel being burned.

Some environmental scientists and industry experts have suggested that the current price of coal - which averaged 565 yuan ($94) to 575 yuan per ton of thermal coal with a calorific value of 5,500 kcal/kg at Qinhuangdao Port by the end of July - is too low and doesn't include the costs of reducing carbon dioxide emissions, controlling air pollution and restoring public health.

As air pollution has become a serious problem in China, and attracted unwelcome attention worldwide, it's inevitable that coal will be replaced by natural gas. However, the low price means major State-owned oil companies are unenthusiastic about exploring for natural gas, said Yang Fuqiang, senior advisor on climate and energy at the Natural Resources Defense Council.

For example, it costs 3.5 yuan per cubic meter to import natural gas from Central Asia to gas stations in Beijing, but the stations can only sell the gas to residents at a government-regulated price of 2.05 yuan per cu m. The loss of 1.45 yuan per cu m is covered by government subsidies, according to Yang.

"Low prices have become a key impediment to the exploration of natural gas. Who would want to invest when it's so difficult to cover the costs?" he said.

Supplying natural gas requires huge front-end investment for large-scale pipeline construction, and costs will increase as the sources of gas become more diversified, especially with the development of unconventional gases, said Zhou Dadi, vice-chairman of the China Energy Research Society.

He said the most significant bottleneck to the supply of natural gas is infrastructure construction, which has failed to keep pace with the rising demand for the fuel.

"This problem has led to a situation where anyone who invests will lose money," said Zhou.
Chen Weidong, chief energy scientist at the Energy Economics Institute of China National Offshore Oil Corp, said he learned from China National Petroleum Corporation that it loses an average 1.4 yuan on every cubic meter of natural gas it imports from Central Asia and an average 2 yuan on every cubic meter of liquefied natural gas.

Although imported natural gas loses money and domestically produced natural gas makes minimal profit, oil rakes in huge profits. It costs less than $50 on average to produce a barrel of oil in China, but each barrel sells at $100, said Chen.

"If the government could raise the price of natural gas to make it profitable, oil companies would increase their efforts to explore for it," he said, adding that China lags behind Western countries in terms of the strategic development of natural gas.

To ensure supplies of natural gas and promote energy saving and the reduction of emissions, the National Development and Reform Commission increased the wholesale price of natural gas for non-residential users from July 10. At gate stations, where trunk pipelines connect with local gas distribution networks, the average price of natural gas rose by 15 percent to 1.95 yuan per cubic meter.

However, the operators of some thermal power plants are worried that the costs of raw materials, facilities and operations will increase significantly when they replace their current coal-fired power- and heat-generating units with natural gas-fired ones.

"It costs 25 yuan per gigajoule to generate heat by burning coal, but almost 70 yuan by burning natural gas. We certainly cannot afford such a big hike in costs. Either the government or the public will have to pay for the transformation," said Du Chengzhang, vice-president of Huaneng Beijing Thermal Power Plant.

Similarly, the fuel cost of generating electricity will also rise to more than 0.4 yuan per kilowatt-hour from 0.25 yuan, excluding expenditure on water, labor and facilities, he added.

According to estimates provided by Du and his colleagues, Beijing's municipal government will have to provide the plant with subsidies of 700 to 800 million yuan per year just to keep it running once it switches to gas-fired power generation units.

"Beginning last year, we paid just 68 percent of the cost of natural gas to Beijing Gas Group. Otherwise, our plant would have closed," he said.

Last winter, the plant sold heat produced by coal-fired units to the local thermal power group for 33 yuan per gigajoule, while heat produced using gas sold for 79 yuan. When the plant jettisons its coal-fired power generating units in 2016, the price it charges for on-grid electricity will rise to 0.63 yuan per kWh from 0.49 yuan. In the end, the prices of electricity and heating for residential users will rise for sure, he said.

"Reform of the price of natural gas is not a one-step process. On the contrary, it should move forward in small, quick steps to avoid damaging sustainable consumption," said energy scientist Chen Weidong.

In the long run, as the pipeline network is expanded to cover more regions, steep rises in the cost of natural gas will cease, according to Zhou of the China Energy Research Society.

"It's just that for now, the cost must rise to allow industry to develop, but it will reach a balanced stage later on. Then we will be able to discuss the possibility of lowering the cost," he said.

The UK's Energy and Climate Change Secretary Edward Davey and Wu XinXiong, Head of the National Energy Administration, signed a Memorandum of Understanding (MoU) on offshore wind power on Thursday, the first of its kind that China has signed with another country.
Edward Davey said, ‘I am delighted that the UK and China have cemented their "Strategic Partnership on Offshore Wind" through the signing of an MOU. The UK has more offshore wind installed than the rest of the world combined and we have ambitious plans for the future. Together with China, who plans to develop 30GW of offshore wind by 2020, we want to make Offshore Wind a competitive low carbon energy choice. Our strengthened cooperation will bring significant commercial and environmental benefits for both countries.'
The enhanced cooperation is built upon the bilateral Energy Dialogue that was initiated in 2010 wherein both countries identified offshore wind as a priority area for UK-China collaboration. The second UK-China Energy Dialogue will take place on 27th September.
Existing bilateral cooperation on climate change and energy includes extensive joint work supporting the development of carbon markets in China; working in support of China's low carbon pilot cities on policy development, standards and capacity building; joint energy research in cutting edge renewable energy technologies; and UK supported work to help China and other developing countries to adapt to the impacts of climate change.
The MoU is expected to remove the technological and market barriers for both countries to accelerate wind power development and unleash significant investment potential for industries. Both countries have agreed to cooperate more closely in their policy development, technology transfer, personnel training, and to increase access to the markets in the UK, China, and other countries.
China currently is the world's third largest offshore wind power installer after the UK and Denmark, but its target to increase offshore wind capacity to 30GW by 2020 will make it the largest global offshore wind market. In order to achieve this ambitious goal, it will need to leverage international expertise in the fields of policy, technology and supply chain.
Offshore wind is now a real and growing part of UK's energy supply - the country currently has more than 1000 turbines with a combined capacity of about 3.6 GW, and the largest development pipeline in the world. The signing of the MoU will help facilitate Chinese investors' access to UK's offshore wind projects that will need £7 billion by 2020.
Beijing is the last stop of the Minister's week-long visit to China starting from 23rd September. In his visits to Chongqing and Shanghai, the Secretary of State focused on bilateral cooperation in green buildings, carbon trading as well as on the science of climate change. His visit comes as the United Nations Intergovernmental Panel on Climate Change is due to release its landmark fifth assessment report on Friday. The report is expected to provide the world with more scientific consensus than ever before that urgent action must be taken to tackle the real and immediate threat of climate change.

     The Government will introduce the Air Pollution Control (Amendment) (No. 2) Bill 2013 into the Legislative Council to ban the use of all types of asbestos to better protect public health.

     "The Amendment Bill expands the existing control regime, which currently bans the import and sale of the more hazardous blue asbestos (crocidolite) and brown asbestos (amosite) and controls activities involving asbestos-containing materials, to include the banning of the import, transhipment, supply and use of all types of asbestos and asbestos-containing materials. It will also make related amendments to the Factories and Industrial Undertakings (Asbestos) Regulation to prohibit the use of all types of asbestos in industrial undertakings," a spokesperson for the Environmental Protection Department said.

     Asbestos was widely used in friction, fireproofing, insulation and building materials before the mid-1980s because of its very high tensile strength and good heat and chemical resistance properties. It is, however, a confirmed human carcinogen. Inhalation of asbestos fibres can cause asbestosis, lung cancer and mesothelioma. A total ban of asbestos will further reduce the health risks and improve the environment.

     Under the Amendment Bill, any person who imports, tranships, supplies or uses asbestos or asbestos-containing materials commits an offence and will be liable to a fine of up to $200,000 and imprisonment for up to six months upon conviction.

     The bill, which is published in the Gazette today (September 27), will be introduced into the Legislative Council on October 23.

The Environmental Protection Department has raised by $3 billion its proposed subsidy to phase out pre-Euro IV diesel commercial vehicles, to a total cost of $11.71 billion.

Speaking to the media today, Secretary for the Environment KS Wong said the proposal strikes a balance between transport trade concerns and public health.

He appealed to the industry to phase out the vehicles as soon as possible to improve roadside air quality, although retirement deadlines for the vehicles will be deferred by one year to address its concerns.

In a paper tabled to the Legislative Council Panel on Environmental Affairs, the department proposed an incentive-cum-regulatory approach, while also limiting the service life of newly registered diesel commercial vehicles to 15 years, including goods vehicles, minibuses and non-franchised buses. 

The department said the proposal will reduce vehicle emissions of respirable suspended particulates and nitrogen oxides by 80% and 30%.

As at the end of March, there were 131,200 registered diesel commercial vehicles in Hong Kong, of which 84,600 were pre-Euro IV.

If approved by the council, a new regulation will be proposed under the Air Pollution Control Ordinance, imposing requirements for granting vehicle licenses under the Road Traffic Ordinance.

The proposed regulation will then be tabled to the council in late October or early November for negative vetting, to be implemented in the first quarter of 2014.

The following is issued on behalf of the Council for Sustainable Development:

     The Council for Sustainable Development (the Council) today (September 25) launched a public engagement process titled "Waste Reduction by Waste Charging.How to Implement?". This process aims to encourage stakeholders and the general public to participate in the development of feasible mechanisms to implement municipal solid waste (MSW) charging, and to consider the difficulties involved and the related recycling facilities, with a view to reducing community waste at source and promoting the sustainable development of Hong Kong.

     The Chairman of the Council, Mr Bernard Chan, said that around 13,400 tonnes of waste is sent to the landfills each day, of which nearly 67 per cent is MSW, which includes waste from the domestic sector as well as the commercial and industrial (C&I) sectors. In the past 30 years, MSW in Hong Kong has increased by nearly 80 per cent while our population has only increased by 36 per cent.

     "The key to achieving sustainable waste management is waste producers, meaning you and me. Each of us needs to make some lifestyle and behavioural changes to reduce waste," said Mr Chan.

     He also stressed that the ultimate goal of waste charging is not cost recovery, but to establish behavioural changes in people's daily lives through economic incentives. The experience of other jurisdictions shows that MSW charging has been effective in inducing the necessary behavioural changes and encouraging active participation in waste prevention, reuse and recycling to achieve the ultimate objective of waste reduction at source.

     The Invitation for Response (IR) Document issued today provides background information on waste and related issues in Hong Kong, which forms the basis for discussion in the public engagement process. The issues for deliberation focus on four major areas:

* Charging mechanism - to explore different mechanisms in implementing quantity-based waste charging in Hong Kong;
* Coverage of charging scheme - to consider the implementation of charging scheme to all sectors in one go or to different sectors by phases;
* Charging level - to determine a charging level which can be widely accepted by the public and also be able to induce behavioural changes in achieving waste reduction; and
* Waste recycling - to seek views on how to support local waste recycling activities to meet community demand.

     Given that MSW charging covers a wide range of issues, the Council will organise a series of activities, including regional fora and roving exhibitions in the 18 districts, to allow the public and stakeholders to access the relevant information. In addition, more than 90 supporting organisations, including tertiary institutes, public authorities, research institutions, think tanks, green groups, non-governmental organisations, chambers of commerce and professional organisations, etc, have been engaged to help disseminate information about this public engagement process, as well as to create synergy and social cohesion to enhance publicity and participation.

     The IR Document can be downloaded from the Council's dedicated website (www.susdev.org.hk).      MSW charging is an important measure in the Government's overall waste reduction initiatives. In addition, through the implementation of policies and legislation (e.g. various producer responsibility schemes); social mobilisation (e.g. Food Wise Hong Kong), support for the recycling industry and provision of recycling facilities, etc, the Government is contributing large resources to tackle the waste issue. Vietnam will improve the quality and expand the area of protected natural reserves by 2020 as set in the National Strategy on Biodiversity, which was introduced at a workshop in Hanoi on September 24. 

The function, organised by the Ministry of Natural Resources and Environment, was also to receive opinions to the draft master plan on biodiversity preservation until 2020 with a vision to 2030. 

Accordingly, the area of natural reserves on land will account for 9 percent of the territory while marine reserves will covers 0.24 percent of the sea by 2020. 

During this time, the strategy targets forest coverage of 45 percent and 0.57 million hectares of primeval forests. Meanwhile, the area of mangrove forests will be maintained at the current level, and 15 percent of the degraded important natural ecosystem area rehabilitated. 

Under this strategy, Vietnam will house 10 Ramsar sites, 10 biosphere reserves and 10 ASEAN heritage parks by 2020. 

By 2030, it will recover 25 percent of the area of degraded natural ecosystems, preserve and sustainably use its biodiversity to benefit people and the national socio-economic development. 

The Vietnam Red Book 2007 listed 882 species (including 418 fauna and 464 flora species) as endangered, 161 species more than the figure in 1992. Nine species have been listed as extinct in the wild in Vietnam. 

Vietnam is one of the five countries most vulnerable to climate change, which critically threatens its biodiversity.-VNA

Human influence on the climate system is clear. This is evident in most regions of the globe, a new assessment by the Intergovernmental Panel on Climate Change (IPCC) concludes.
It is extremely likely that human influence has been the dominant cause of the observed warming since the mid-20th century.

Warming in the climate system is unequivocal and since 1950 many changes have been observed throughout the climate system that are unprecedented over decades to millennia. Each of the last three decades has been successively warmer at the Earth’s surface than any preceding decade since 1850, reports the Summary for Policymakers of the IPCC Working Group I assessment report, Climate Change 2013: the Physical Science Basis, approved on Friday by member governments of the IPCC in Stockholm, Sweden.
"Observations of changes in the climate system are based on multiple lines of independent evidence. Our assessment of the science finds that the atmosphere and ocean have warmed, the amount of snow and ice has diminished, the global mean sea level has risen and the concentrations of greenhouse gases have increased," said Qin Dahe, Co-Chair of IPCC Working Group I.
Thomas Stocker, the other Co-Chair of Working Group I said: "Continued emissions of greenhouse gases will cause further warming and changes in all components of the climate system. Limiting climate change will require substantial and sustained reductions of greenhouse gas emissions."
"Global surface temperature change for the end of the 21st century is projected to be likely to exceed 1.5°C relative to 1850 to 1900 in all but the lowest scenario considered, and likely to exceed 2°C for the two high scenarios," said Co-Chair Thomas Stocker. "Heat waves are very likely to occur more frequently and last longer. As the Earth warms, we expect to see currently wet regions receiving more rainfall, and dry regions receiving less, although there will be exceptions," he added.
Projections of climate change are based on a new set of four scenarios of future greenhouse gas concentrations and aerosols, spanning a wide range of possible futures. The Working Group I report assessed global and regional-scale climate change for the early, mid-, and later 21st century.
"As the ocean warms, and glaciers and ice sheets reduce, global mean sea level will continue to rise, but at a faster rate than we have experienced over the past 40 years," said Co-Chair Qin Dahe. The report finds with high confidence that ocean warming dominates the increase in energy stored in the climate system, accounting for more than 90% of the energy accumulated between 1971 and 2010.
Co-Chair Thomas Stocker concluded: "As a result of our past, present and expected future emissions of CO2, we are committed to climate change, and effects will persist for many centuries even if emissions of CO2 stop."
Rajendra Pachauri, Chair of the IPCC, said: "This Working Group I Summary for Policymakers provides important insights into the scientific basis of climate change. It provides a firm foundation for considerations of the impacts of climate change on human and natural systems and ways to meet the challenge of climate change." These are among the aspects assessed in the contributions of Working Group II and Working Group III to be released in March and April 2014. The IPCC Fifth Assessment Report cycle concludes with the publication of its Synthesis Report in October 2014.
"I would like to thank the Co-Chairs of Working Group I and the hundreds of scientists and experts who served as authors and review editors for producing a comprehensive and scientifically robust summary. I also express my thanks to the more than one thousand expert reviewers worldwide for contributing their expertise in preparation of this assessment," said IPCC Chair Pachauri.

Children will bear the brunt of the impact of climate change because of their increased risk of health problems, malnutrition and migration, according to a new study published on Monday. And food prices are likely to soar as a result of warming, undoing the progress made in combating world hunger. 

The findings are published as scientists began meeting in Stockholm to produce the most comprehensive assessment yet of our knowledge of climate change. Over the next five days, the Intergovernmental Panel on Climate Change, bringing together the world's leading experts, will thrash out the final details of a message to the world's governments. 

They are expected to warn that climate change is almost certainly caused by human actions, and that it will lead to a global temperature rise likely to top 2C, with related effects including the shrinking of the Arctic ice cap and glaciers, a rise in sea level by nearly 1 meter by the end of this century and more extreme rainfall in parts of the globe. 

Unicef argues that, although children are more vulnerable to the effects of global warming, they have been largely left out of the debate. "We are hurtling towards a future where the gains being made for the world's children are threatened and their health, wellbeing, livelihoods and survival are compromised...despite being the least responsible for the causes," said David Bull, Unicef's UK executive director. "We need to listen to them." 

Children born last year will come of age in 2030, by which time the effects of climate change in the form of an increase in droughts, floods and storms are likely to be more in evidence. In the 10 most vulnerable countries, including Bangladesh, India and the Philippines, there are 620 million children under 18. 

Unicef estimates that 25 million more children will suffer malnourishment because of climate change, with a further 100 million suffering food insecurity, where they and their families are on the verge of running out. Children among the 150-200 million people estimated to have to flee their homes because of climate change will suffer more than adults because of their relative lack of resources and higher vulnerability to disease. In heatwaves, likely to grow more intense and frequent under climate change, babies and small children are more likely to die or suffer heatstroke because they find it difficult to regulate their body heat.

Separately, a report by Oxfam warned that global warming would cause rapid rises in food prices, causing severe consequences in poor countries. In pointed contrast to climate skeptics, who have seized on some of the areas of uncertainty in the IPCC assessment to claim that global warming is a far-off and minor problem, Oxfam listed recent examples of extreme weather that have caused food shortages and raised prices, quoting scientific estimates that these are likely to increase in number as warming continues. "Today one person in eight goes to bed hungry. Analysis suggests that the number of people at risk of hunger is projected to increase by 10-20% by 2050 as a result of climate change," the study found. 

The authors cited the 2012 drought in Russia, which cut the grain harvest by a quarter, resulting in grain and bread prices rocketing and many farmers falling into serious debt and hardship. The same year, the worst drought in 50 years in the mid-west of the US cut maize yields by a quarter, leading to a 40% rise in prices. Two years before, the devastating Pakistan floods destroyed 570,000 hectares of crops, and 80% of food stored was lost in some areas. 

Oxfam also cites a study that suggested the 2011 drought in East Africa and famine in Somalia were made more likely by climate change. One of the problems with estimating the future effects of warming is that natural events such as storms, floods and droughts happen anyway and it is hard to blame particular occurrences on global warming. On this, the panel is expected to say on Friday that extreme weather effects are more likely because of climate change but will stop well short of attributing specific events solely to climate change. 

Tim Gore from Oxfam said: "We want a world in which everyone enjoys the right to affordable and nutritious food, and we cannot allow climate change to throw us off course. Leaders listening to the latest findings from climate scientists this week must remember that a hot world is a hungry world. They must take urgent action to slash emissions and direct more resources to building a sustainable food system."

Chinese drivers will have to pay more in fuel prices amid the country's drive to reduce air pollution through upgraded fuel quality.
In the next two years, the prices of motor gasoline and diesel that meet the national "fourth-phase" standard will be raised by 290 yuan ($46.8) per ton and 370 yuan per ton, respectively, the National Reform and Development Commission (NDRC), the country's top economic planner, said on Monday.
After 2017, the prices of motor gasoline and diesel that meet the national "fifth-phase" standard will be lifted further by 170 yuan per ton and 160 yuan per ton, respectively, said the NDRC.
China has announced stricter motor fuel standards in a bid to reduce harmful emissions after smog blanketed much of the country at the beginning of 2013.
The State Council, China's Cabinet, has mandated that sulphur content for both gasoline and diesel be set at no more than 10 ppm (parts per million) by 2017, a reduction from the fourth-phase standard of 50 ppm.
Beijing is the only city in China to have already adopted the "fifth-phase" standard, equal to Europe's Euro V vehicle emissions cap of sulphur content below 10 ppm.
Under the country's timetable of fuel quality upgrades, motor gasoline should meet the "fourth-phase" standard by the start of 2014 and motor diesel by the start of 2015; both gasoline and diesel should meet the "fifth-phase" standard by the start of 2018.
"The quality of fuel is the most important factor affecting vehicle exhaust. Upgrading fuel quality can reduce waste emissions, help prevent smoggy weather, and improve air quality," said Zhou Dadi, an expert with the China Energy Research Society.
Air pollution is expected to fall substantially after the upgrade in China's developed regions, including Beijing, Shanghai, Jiangsu and Zhejiang, where the national "fourth-phase" standard of 50 ppm or below is used.
The rest of the country has adopted lower emission requirements, called the national "third-phase" standard, which allow the sulphur content of fuel to be as high as 150 ppm.
According to the NDRC, one-fifth of the particulate matter smaller than 2.5 micrometers in the country's air comes from vehicle emissions.
Compared to the "fourth-phase" standard, particulate matter emitted by vehicles using the "fifth-phase" standard will be reduced by 82 percent and nitrogen oxide compounds by 25 percent, joint research by the NDRC and the Ministry of Environmental Protection indicated.
However, Zhou said that upgrading fuel quality is only one necessary step to ease smog pollution.
"Multiple measures should be rolled out to fundamentally improve air quality," Zhou said.
Ms. Lei, a resident of Beijing, said that the government should further enhance its mass transit networks and make them less crowded so that more people will choose public transport instead of driving.
Lei said that the government should also reform certain policies aimed at reducing government vehicles.
"The government should take the lead in opting for public transport and promoting low-carbon commutes," Lei said.
The fuel quality upgrade does not mean an immediate price hike nationwide as local authorities are allowed to set prices in light of local conditions and are encouraged to initiate the upgrade ahead of schedule if conditions permit, according to the NDRC.
Analysts said the fuel quality upgrade means changes to fuel production facilities, adjustment in production methods as well as the upgrade of catalytic agents.
An NDRC official said the upgrade will increase production costs for oil companies by about 30 percent. Previous surveys showed billions of yuan could be invested in updating and renovating equipment for refineries.
"It's hard to precisely calculate the rise in production costs, as different refineries face different situations. The government has researched and arrived at a medium-level price hike so that the rise in production cost could be shared by both companies and consumers," said Dong Xiucheng, a researcher at the China University of Petroleum.

Energy wasted from leakage around windows and doors makes up 20 percent of total home energy consumption in China, according to Ni Shouqiang, deputy director of the China Construction Structure Association.
Windows and doors are major weak spots in the thermal envelope of buildings, failing to reduce heat loss in the winter and heat gain in the summer, said Ni at the China International Festival of Windows and Doors held from Saturday to Monday in the city of Gaobeidian, in north China's Hebei Province.
The inefficiency increases the burden on the public heating system in the winter and means more use of air conditioners in the summer, Ni said at the event dedicated to energy-saving, high-tech windows and doors.
Winter heating in northern China consumes a huge amount of coal and warm air escapes easily through gaps around windows and doors, he said.
In Hebei, each resident needs an average of two tons of coal each winter, which is a major contributor to haze and air pollution.
If the efficiency of windows and doors, totalling 11 billion square meters in China, reached the level required in Europe, it would save 430 million tons of coal equivalent every year.
"It will reduce both energy use and pollution," Ni said.
China builds 2.5 billion square meters of new structures each year, more than the total for all developed countries combined. Energy-efficient windows and doors only account for 0.4 percent of those being used, which means energy consumption caused by leakage and drafts in China is two to three times more than in developed countries.
China has standards of energy efficiency for windows and doors, but they are poorly implemented, said Wei Hedong, chief engineer of Hebei Orient Sunda, a Sino-German venture that manufactures efficient windows and doors.
An abundance of substandard products has exacerbated the problem.
"Some developers just care about price, not quality. They cheat home buyers with false certificates of quality," said a window producer in Hebei who declined to be named.
Statistics from the Ministry of Housing and Urban-Rural Development show China has more than 30,000 manufactures of windows and doors, the vast majority of which are small enterprises with outdated machines and techniques.
In order to seal off the energy waste, experts say the government should update current standards and encourage citizens to make improvements.
"We lag far behind in terms of new standards. Some of the standards we follow today were decided on twenty years ago," said Yao Bing, deputy director of China Energy Conservation Association.
Ni Shouqiang wants subsidies and low-interest loans to help home owners replace or upgrade their windows and doors, an approach that was successful in developed countries. He also wants to see universities and other institutions researching efficiency.
Driven by increasingly tough environmental legislation, European companies have been working on the problem for sixty years, said Bao Youge, general manager of Rehau Polymers (Suzhou) Co., Ltd, a Chinese subsidiary of the Germany polymer processor Rehau.
The Ministry of Housing and Urban-Rural Development is expected to unveil revised standards for green buildings this year, a significant move to cutting energy consumption in buildings use 40 percent of total social energy.
"Energy-efficient windows and doors are fundamental to achieving our goal," said Lin Haiyan, deputy dean of China Academy of Building Research.

"The aim of the school of climate change'is to provide a forum to build up the capacity of decision makers in environment preservation issue. This program is essential to encourage and remind them of the importance of environment and climate change factors that should be integrated in their considerations process before issuing final decision both in state institutions and in the business world," Environment Damage Control and Climate Change Deputy Minister in the environment ministry Arief Yuwono said in a session to introduce the program.
He said that the program was initiated by the environment ministry in cooperation with the House of Change, an education institution led by a prominent educator Rhenald kasali.
Yuwono added that such an education program was now crucially important for Indonesia due to its geographical position that makes the world's largest archipelago country prone from the impacts of climate change.
He said that Indonesia has already experienced the impacts of climate change in the last few years, including rising temperature, changing of rain season period, the shifting period of dry to rain seasons and the rising of sea surface level, among others.
