25 pollution convictions recorded

The Environmental Protection Department recorded 25 convictions for pollution offences in March.

Six were for air pollution, seven for noise, and 12 for waste disposal offences.

The heaviest fine for the month was $80,000, assessed against a company that used powered mechanical equipment not complying with permit conditions.

美國資訊科技產業協會(Information Technology Industry Council, ITIC) 於4月10日及11日在臺舉行2014年會,並安排4月11日(星期五)上午10時由DELL、APPLE、Lenovo等國際大廠代表共5人拜會環保署,就我國廢資訊物品的管理回收、輸出入等議題交換意見,來訪外賓對我國廢資訊物品的管理政策有更深入的瞭解,並希望透過合作管道,與我國建立夥伴關係。 

        美國資訊科技產業協會(ITIC)係由美國超過50個資訊科技產業知名品牌所組成,該協會對於環境議題深耕已久,每年會擇一個區域辦理年會,討論及交換各國對資訊與通訊科技(ICT)產品輸出入、廢棄、回收等議題。 

        該會成員對我國廢資訊物品的輸出入管理尤感興趣,環保署說明我國對於廢棄物輸出入是採個案許可審查制,取得許可才能進行輸出入,且處理過程及其衍生廢棄物的流向亦要求網路申報與追蹤,自進出口至最終處理均有完善的管控。另屬有害廢棄物依法是禁止輸入,目前廢電腦等資訊物品因屬有害事業廢棄物,所以不得輸入處理。 

        環保署表示,自87年以來,已陸續公告電子電器及資訊物品類為應回收廢棄物,透過資源回收體系,國內產生的電子廢棄物大多進入回收處理系統,經估計102年國內廢電子電機產品每人每年回收量為6.01公斤,已超過歐盟每人每年4公斤的目標值,回收成效卓著。另統計101年公告應回收種類回收率已達80.4%。

臺美環保合作21年 展望未來 共同開創區域永續繁榮的契機


美國商會昨(3月11)日於君悅大飯店凱悅廳舉辦謝年飯,馬總統及行政院環保署新任魏國彥署長均應邀與會,美國在台協會副處長酈英傑(Brent Christensen)於會中致詞時,表示去年美國環保署與臺灣環保署為雙方合作20週年,舉辦慶祝活動,在過去20年中,臺灣由環保資訊的接收者成為領導者,在環保議題上做出建設性和負責任的貢獻,因此特別讚賞臺灣在環保政策實踐及對國際社會做出建設性的貢獻。

        環保署魏國彥署長表示,美國在台協會及美國環保署過去20多年來,透過190多項合作計畫,無私地分享環境監測、資訊系統、土壤、空氣、水各項領域風險管理及環境執法的技能,有效的提升我國各階層環境治理的能力,很多成功的技術移轉,值得分享給其他鄰近的新興國家。過去3年多來,已有18個國家分享我國環保治理的經驗及技術,且在土壤及地下水污染整治、環境資訊、
監測、電子廢棄物回收與管理等議題上,分別建立了工作小組或全球網路,這些不僅可以協助提昇鄰近新興國家的環境保護,對於保護國人的健康也是非常重要的工作,尤其是跨境污染物的傳輸—除了空氣污染物及廢棄物會跨國傳輸外,很多土壤及水質等屬於地域性的污染物,也會經由農林漁牧等產品的國際貿易,影響到國人的健康;這些問題,惟有透過區域及國際的共同合作與努力,才能真正達到保護人體與環境健康的目的。

        環保署魏國彥署長表示,環保署未來將在既有雙邊合作的基礎及雙方環保的政策重點上,與美國在台協會、美國環保署及國內其他部會,擴大合作的廣度及深度,讓國人在環保付出的心血及成效,讓世人看得見,並以專案的方式結合區域各國夥伴,極推動各項環保治理之政策及技術交流,以積極落實馬總統永續環境及友善國際的政策目標。

Recycling app launched

The Environmental Protection Department launched the Waste Less mobile application today, which helps people obtain waste reduction and recycling information more easily.

It has a map with collection-point locations and lists what recyclables they accept.

It also has a built-in search engine to help users identify the closest and most suitable collection points for their recyclables.

The app's database covers 4,000 information items on the waste-separation bins the Government provides and manages, and barbecue-fork collection points in countryside areas.

The department will continuously update and expand the database.

The free app is available from the App Store, Google Play and Windows Phone 8 Market.

為順應國際加強含物質管理及回收的趨勢,環保署自103年3月1日起公告新增冷陰極燈、感應式螢光燈及其他含汞燈等含汞照明光源為公告應回收項目。配合責任業者範圍的修正,環保署預告修正照明光源回收清除處理費費率,並將於103年3月1日起生效。 

        環保署表示,本次照明光源新增公告項目回收清除處理費費率修正草案,是經通盤檢討新增項目的回收清除處理成本、稽徵成本、再利用價值、對環境之影響、基金財務狀況等因素加以訂定。環保署呼籲,為維護生活環境,請民眾、機關團體及公司行號勿隨意棄置廢照明光源,可透過各類回收管道,包括:各鄉、鎮、市清潔隊資源回收車、販賣照明光源商家或環保機關核可的回收機構等。

呼籲國內業界妥為因應


因應國際化學品管理趨勢,歐盟化學品註冊、評估及授權法(簡稱REACH)及斯德哥爾摩公約第6次締約國大會將六溴環十二烷列管,環保署及時因應檢討修正現行列管毒性化學物質,今天正式預告修正草案,主要增修列管六溴環十二烷、禁止鉻化砷酸銅做為木材防腐劑、禁止多溴二苯醚類物質使用於製造電子產品之阻燃劑。其重點包括: 

        (一)六溴環十二烷可抑制有機化合物之燃燒,常用在建築業之隔熱板及嵌入夾層中等用途,因其價格便宜,效果良好及方便使用之特色,為目前全球工業最常用之阻燃劑。又,六溴環十二烷、α-六溴環十二烷、β-六溴環十二烷、γ-六溴環十二烷因具生物濃縮性符合毒性化學物質管理法第一類毒性化學物質特性,因此增列為第一類毒性化學物質(增列列管編號174,序號01至04)。 

        (二)「鉻化砷酸銅」為一種由鉻、砷及銅所組成作為木材防腐用之混合物水溶液,可防止木材腐敗,因氣候、雨水或土壤酸度釋出重金屬砷、鉻及銅,其中以砷釋出污染環境,且目前已證實六價鉻是人類致癌物,危害民眾健康。環保署加嚴管制,修正公告鉻化砷酸銅(列管編號055,序號25)自105年1月1日起禁止做為木材防腐劑,減少環境負荷。 

        (三)多溴二苯醚為通用阻燃劑、消防器材常見防火材,惟具干擾體內荷爾蒙之正常運作,環保署加嚴管制,強化管制多溴二苯醚類物質(列管編號091,序號02至08)自105年1月1日起禁止使用於製造電子產品之阻燃劑,將大量降低多溴二苯醚於國內使用量。

環保署沈署長視察臺東環保施政建設


環保署署長沈世宏前往臺東縣視察關山鎮環保親水公園、人工濕地及鹿野鄉的永安社區等環保施政建設,當天針除對自然、環保的景點進行參訪、體驗,並融合社區濃厚的人情味、環保理念、農村生活及創新產業文化的環境教育活動,讓參與的人留下深刻印象。

        臺東縣關山鎮環保公園為環保署85年度補助成立的環保公園,面積29公頃,並設有全國第一條自行車道-關山環鎮自行車道,全長約12公里。園區分為動態園區親水公園、靜態園區親水公園及蓮花池區等3區,區內樹木生長良好,有助於空氣品質淨化。其環鎮自行車道於91年度被環保署評選為優良空氣品質淨化區,並於獲選環保署「尋找綠與淨森呼吸優良空氣品質淨化區」綠色貢獻獎,頗值得各界觀摩學習。

        永安社區位於臺東縣鹿野鄉,是典型的鄉村型社區,社區居民包括閩南、客家、阿美、大陸籍族群,是個族群多元的村莊。82年成立永安社區發展協會,戮力推動社區環境改造及環境教育,在環境及資源管理方面,永安社區多年來不斷進行社區環境改造,大力推動社區環境綠美化、資源回收,設置水撲滿、生態污水處理池、多項資源再生設備;成立鹿寮工坊,開設社區家具醫院。辦理環保講座、環保與自然素材創作DIY、落葉堆肥與廚餘堆肥製作研習、鹿寮工坊社區家具醫院等課程活動之規劃。在社會環境教育方面,成立鹿寮解說服務隊,導覽解說社區的休閒觀光及環境教育,截至現在共接待超過200多個團體,對於東臺灣的環境教育貢獻良多。在自然保育方面,永安社區擁有良好的生態環境,自95年開闢玉龍泉生態步道,推動生物多樣性、棲地保育及生態旅遊等活動;97年發起「找到回家的鹿」運動,重修雄仔伯的鹿寮,出版找到回家的鹿故事繪本,並於99年辦理鹿野鄉梅花鹿園區啟用儀式,推動另一波自然保育及環境教育。

        多年來永安社區在總幹事廖中勳帶領的團隊努力不懈下,讓一個貧窮的傳統農村蛻變成一個經典的後山傳奇,永安社區曾獲選臺東縣綠美化模範社區、第17屆全國環境保護模範社區優等、99年全國清淨家園全民運動環境考核優等獎、全國低碳示範社區,以及連續3年獲選為環保小學堂執行單位,更於102年通過環境教育設施場所認證,並且獲得第1屆國家環境教育獎特優。其推動環境教育的寶貴經驗,足堪為全國的表率。

        當天除了體驗關山鎮親水公園自然生態之美外,還騎鐵馬體驗關山鎮花東縱谷綠野風光、並由關山鎮公所公園管理所張堯城所長親自導覽解說關山親水公園、人工濕地;到永安社區進行巡禮,包括玉龍泉生態步道導覽解說、參觀新元昌公司的紅茶產業,沉浸在濃郁飄香的茶葉文化館中,認識採茶、製茶到泡茶的過程,並實際體驗擂茶樂趣,在2626假日市集享受尋寶樂趣,並且享用社區風味餐,這些具有豐富的農村特色及人文意涵,讓參訪者深刻體驗當地居民如何與環境相結合,共生共榮進而永續發展的生活方式。

General and roadside monitoring stations have recorded a higher than normal pollution level, and it will persist until a cooler replenishment of the northeast monsoon reaches the Guangdong coast overnight, and rain patches develop early next week.

The Environmental Protection Department said, as at 6pm today the Air Quality Health Index at the Sha Tin and Kwai Chung general stations, as well as the three roadside stations, reached 10+, while other stations were at 8 or above.

The corresponding health-risk categories are very high to serious.

With an Air Quality Health Index in the very high range or above, children, the elderly and people with existing heart or respiratory illnesses are advised to avoid physical exertion and outdoor activities, and reduce time outdoors, especially in areas with heavy traffic.

為了讓民眾瞭解春節假期時垃圾清運資訊,環保署彙整全國各地方政府春節假期垃圾清運資訊,除登載於環保署「清淨家園顧厝邊綠色生活網(EcoLife)」(http://ecolife.epa.gov.tw/)網站供民眾查閱,並提供手機QR Code供民眾快速方便的查詢。該署籲請民眾於1月30日至2月4日春節連續假期垃圾停收期間,配合妥善處理垃圾、廚餘及回收資源物,共同維護生活環境的整潔。

        環保署彙整全國各直轄市、縣(市)春節期間垃圾清運情形,除夕(1月30日)部分鄉鎮市區已開始減班或停止收運垃圾,初一到初三(1月31日至2月2日)除少數鄉鎮市區外均停收垃圾;初四(2月3日)停收垃圾的縣市有宜蘭縣、新竹市、嘉義市、桃園縣、彰化縣(和美鎮及大村鄉有收)、南投縣(集集鎮、中寮鄉、水里鄉有收)、雲林縣(斗六市、古坑鄉有收),另新竹縣、苗栗縣、屏東縣、臺東縣、花蓮縣、澎湖縣等縣市則為部分鄉鎮市區停收垃圾,詳細停收垃圾資訊,請民眾上網查詢。另配合年終大掃除,清潔隊業務量大增,民眾如有大型廢棄物(如大型家具、家電等)需清運時,請務必提前聯絡清潔隊,以便安排時間進行清運。

        環保署籲請民眾於地方政府停收垃圾期間,不要將垃圾堆置戶外,並特別呼籲民眾發揮公德心,外出旅遊不亂丟垃圾,遛狗隨手清狗便,維護公廁乾淨整潔,體恤清潔人員的辛勞,維護良好的生活環境,讓春節期間民眾都能享有乾淨整潔的生活環境。

Late applications for a subsidy to replace catalytic converters and oxygen sensors of petrol and liquefied petroleum gas taxis and minibuses will be accepted from today until January 17.

The Environmental Protection Department said there will be no further extension of the application period.

The special arrangement was made because after phase one and phase two applications closed, some vehicle owners said they missed the application deadlines and would like to make submissions for the subsidy.

The department received 16,202 applications under the programme's two phases, accounting for 74% of all eligible vehicles. The replacement of parts for phase one ended on December 31. The replacement of parts for phase two is taking place from January to March.

為使特殊性工業區空氣品質監測管制內容更為完備,環保署修正「特殊性工業區緩衝地帶及空氣品質監測設施設置標準」(以下簡稱本標準),主要修正內容包括為符合空氣污染防制法第15條透過要求設置緩衝地帶及空氣品質監測設施,降低特殊性工業區開發行為排放空氣污染物對於環境空氣品質及民眾健康影響之立法原意,及確保特殊性工業區開發單位辦理之緩衝地帶及空氣品質監測設置事宜符合本標準規定,要求開發單位於開發特殊性工業區前,應提出緩衝地帶及空氣品質監測設施設置計畫,報請直轄市、縣(市)主管機關審查通過,始得開發;増訂主管機關審查設置計畫程序及時程限制,以提升行政效能,完備法制作業;修正101年9月22日(含)前已開發特殊性工業區實施期程,給予合理時間因應新標準大幅增加之空氣品質監測站數量、監測項目及監測頻率;同時增訂空氣品質監測站位於不同直轄市、縣(市)之空氣品質監測數據連線及人工操作監測數據申報規定,以達管制目的。

     The Environmental Protection Department (EPD) will launch on December 30 this year a new air pollution information system, the Air Quality Health Index (AQHI). The new system will replace the existing Air Pollution Index and communicate the health effects of air pollution more effectively.

     At a press conference on the AQHI today (December 6), Deputy Director of Environmental Protection, Mr Andrew Lai said, "The AQHI is a health risk-based index that estimates the short-term health risk caused by air pollution and provides more timely and useful air pollution information to the public."

     The AQHI is reported on a scale of 1 to 10 and 10+, and is grouped into five health risk categories, i.e. low, moderate, high, very high and serious. It also provides different health advice for people with different degrees of susceptibility to air pollution.

     It is calculated based on the cumulative health risk attributable to the three-hour moving average concentrations of four air pollutants, namely ozone, nitrogen dioxide, sulphur dioxide and particulate matter (PM2.5 and PM10).

     "The AQHI forecast also serves as an alert to the public before the onset of serious air pollution episodes and help the public to consider taking precautionary measures to protect their health as necessary," Mr Lai said.

     To facilitate timely and effective dissemination of AQHI information, the EPD has also developed a dedicated AQHI mobile application, "HK AQHI", with features such as customised filters on AQHI information by district, risk categories and an alert system for smartphone users.

     To allow interested parties to familiarise themselves with the new system earlier, the EPD will start a trial run of the AQHI on December 23, one week before the launch. The trial run will release the AQHI readings at a few air quality monitoring stations on the new AQHI website (www.aqhi.gov.hk).

     The EPD has also produced leaflets and posters on the AQHI, which are now available at public libraries, public hospitals, sports venues, public enquiry service centres of the Home Affairs Department, and environmental resources centres and regional offices of the EPD.

The breakthrough of the Harbour Area Treatment Scheme Stage 2A sewage tunnel's North Point to Wan Chai section marks the near completion of Hong Kong's deepest tunnel.

Officiating at the breakthrough ceremony today, Secretary for the Environment KS Wong said the project demonstrates the Government's commitment to upgrading Victoria Harbour’s water quality


The Harbour Area Treatment Scheme began in 1994 to improve the harbour’s water quality by collecting and treating sewage generated from both sides of the harbour.

At a total cost of over $20 billion, it is the largest sewerage infrastructure project in Hong Kong.

Stage 2A works began in July 2009, and include a 21-km sewage tunnel at depths from around 70 metres down to 160m below sea level – deeper than a 50-storey building.

Breakthrough of the 3.2km section between North Point and Wan Chai was completed on October 26.

The Government will post information on the Kong Yiu River's water quality on a website starting from October 4, following a leachate lagoon leak at the North East New Territories Landfill in Ta Kwu Ling, Secretary for the Environment KS Wong says.

He told reporters the Government hopes the move will increase transparency, strengthen communication with the local community, and ease public worries.

He said the Government is concerned about the leak, and is monitoring the situation around the landfill. The river's water quality has been improving, he added.

The Environmental Protection Department is now considering legal action against the contractor.

The Environmental Protection Department has raised by $3 billion its proposed subsidy to phase out pre-Euro IV diesel commercial vehicles, to a total cost of $11.71 billion.

Speaking to the media today, Secretary for the Environment KS Wong said the proposal strikes a balance between transport trade concerns and public health.

He appealed to the industry to phase out the vehicles as soon as possible to improve roadside air quality, although retirement deadlines for the vehicles will be deferred by one year to address its concerns.

In a paper tabled to the Legislative Council Panel on Environmental Affairs, the department proposed an incentive-cum-regulatory approach, while also limiting the service life of newly registered diesel commercial vehicles to 15 years, including goods vehicles, minibuses and non-franchised buses. 

The department said the proposal will reduce vehicle emissions of respirable suspended particulates and nitrogen oxides by 80% and 30%.

As at the end of March, there were 131,200 registered diesel commercial vehicles in Hong Kong, of which 84,600 were pre-Euro IV.

If approved by the council, a new regulation will be proposed under the Air Pollution Control Ordinance, imposing requirements for granting vehicle licenses under the Road Traffic Ordinance.

The proposed regulation will then be tabled to the council in late October or early November for negative vetting, to be implemented in the first quarter of 2014.

The Incentive Scheme   
     The Environmental Protection Department (EPD) today (June 14) announced a special arrangement for vehicle owners who want to replace their Euro II diesel commercial vehicles during the current one-off grant scheme.

     An EPD spokesman said, "The three-year one-off grant scheme to encourage early replacement of Euro II diesel commercial vehicles will expire on June 30, 2013. In order to accommodate last-minute purchases of replacement vehicles prior to the deadline, we will introduce a special arrangement for owners who have placed an order for a new vehicle by June 30, 2013."

     He added, "Under this arrangement, eligible Euro II diesel commercial vehicle owners have to submit to the EPD by July 8, 2013, an application for retaining their eligibility for the grant. Should their eligibility be approved, they must lodge their application for the one-off grant not later than June 30, 2014. Owners of Euro II diesel commercial vehicles who have been allowed to retain their eligibility for the grant under this special arrangement will not be eligible for receiving ex-gratia payment under the proposed mandatory retirement scheme for pre-Euro IV diesel commercial vehicles should it be launched."

     To bring relief from roadside air pollution, the Government introduced in July 2010 a one-off grant scheme to encourage the early replacement of Euro II diesel commercial vehicles with new ones. Since the launch of the scheme, the number of Euro II diesel commercial vehicles has been reduced from about 27,000 to 20,000.

The Environmental Protection Department will launch the next phase of the Cleaner Production Partnership Programme on April 1.
 
It will run until March 31, 2015.
 
Hong Kong enterprises operating factories locally or in Guangdong can apply for fund support to conduct environmental projects, such as on-site improvement assessments to identify cleaner production solutions for their factories.
 
The Government will share half the cost, with a funding ceiling of $25,000 per factory.
 
Demonstration projects can be conducted to showcase cleaner production technologies' effectiveness, through equipment installation or production processes' modification, with a funding ceiling of $300,000 per project.
 
The Government will subsidise the verification services to assess the cleaner production projects' effectiveness, with a  $20,000 ceiling per project.
 
The programme’s geographical coverage is being widened to the whole of Guangdong. Workshop-type enterprises which involve polluting processes in Hong Kong can also apply for demonstration projects.

Hong Kong emission inventory for 2011 published

     The Environmental Protection Department (EPD) today (March 20) published the 2011 Emission Inventory for Hong Kong.

     Every year, the EPD compiles an emission inventory for five key air pollutants from different sources including power plants, vessels, motor vehicles, aviation and other fuel combustion sources. The five pollutants are sulphur dioxide (SO2), nitrogen oxides (NOx), respirable suspended particulates (RSP or PM10), volatile organic compounds (VOC) and carbon monoxide (CO).

     Hong Kong's total emissions in 2011 were 31 900 tonnes of SO2, 114 000 tonnes of NOx, 6 220 tonnes of RSP, 32 900 tonnes of VOC and 68 500 tonnes of CO. Compared with the emission levels in 2010, SO2 emissions fell by 10 per cent, mainly due to the full operation of the flue gas desulphurisation units retrofitted at coal-fired generation units. NOx emissions increased by 6 per cent mainly due to the increased use of coal for power generation to make up the shortfall in supply of natural gas and an increase in the tonnage of vessel arrivals. Emissions of RSP, VOC and CO in 2011 reduced by 1 to 2 per cent as compared with those in 2010.

Yesterday, the Audit Commission released a report criticizing the Hong Kong Government’s lack of effective action in tackling the city’s air pollution. Hong Kong’s air quality has worsened year-on-year, with the number of days when the air pollution index exceeded 100 increasing from 2007 to 2011. This, despite the Environmental Protection Department’s (EPD) goal that the air pollution index not exceed the health risk level of 100 on any day of the year. Clean Air Network (CAN) hopes that this new report will trigger a measured and appropriate response from the Government.

Measurements of air pollutant levels have shown that the concentrations of nitrogen dioxide and respirable suspended particulates (PM10) at the roadside have “persistently and significantly” exceeded the Air Quality Objectives (AQOs) originally set by the EPD in 1987. The report writes that reasons for this include little implementation of measures to mitigate roadside pollution, poor control of marine emissions and failure to take effective steps to ensure that air quality can meet the proposed 2014 Air Quality Objectives.

Implementation of measures to improve air quality often involve many different sectors of society and, therefore, CAN recommends that the current administration consult all relevant Government departments (e.g. the Environmental Protection Department, the Department of Health, the Transport Department, the Hong Kong Observatory, etc.) in order to create the most effective air quality policies possible, such as bus-route rationalization, as mentioned in the Audit Commission’s report.
The report expresses concern that the proposed 2014 AQOs are set too low to provide adequate protection of public health when compared to the World Health Organization’s (WHO) Air Quality Guidelines. CAN has previously pointed out that the air quality targets outlined by the 2014 AQOs allow levels of pollutants comparable to those allowed by less developed cities in the Asia-Pacific region: Hong Kong’s proposed 2014 PM2.5 (24-hour average) air quality objective is the most lax within the Asia-Pacific region, even more lax than that of Bangalore, India. Even the Mainland’s recently announced AQOs (implementation estimated for 2016) are more stringent than Hong Kong’s 2014 AQOs in terms of allowances of all monitored pollutants.

The Audit Commission recommends that the EPD set a long-term goal of adoption of the WHO’s Air Quality Guidelines as targets for Hong Kong. As part of providing adequate protection of public health, CAN additionally suggests that the Hong Kong air pollution index should be updated to take into account the impacts of air pollution on public health.

CAN also urges the Government to work quickly to improve roadside pollution conditions using a two-pronged approach of carrots and sticks, such as was mentioned by Secretary for the Environment K.S. Wong earlier this year. Measures he proposed included no longer issuing licenses to commercial diesel vehicles that are over fifteen years old and implementing a scrapping subsidy – these are both policies that would make a marked difference in cleaning up the city’s air.
Other measures CAN would like to see are the twenty two air quality measures proposed by the EPD in January of this year, including emission caps, infrastructure development and planning and energy efficiency. CAN hopes that the Government will provide a timeline for how and when they will implement these various measures.

It is the responsibility of the EPD to effectively target the root causes of Hong Kong’s air pollution and reduce roadside emissions. However, little to no improvement has been seen on this front in the last few years and evidence of the EPD’s commitment to turning a new leaf continues to disappoint.
Last month, the EPD released the “Third Technical Memorandum for Allocation of Emission Allowances in Respect of Specified Licenses,” which aims to further reduce the emissions from the power generation sector from 2017 onwards. Calculations based on the 2010 emissions inventory revealed that the percentage of nitrogen oxide emissions that will be reduced from 2010 to 2017 will be only four percent – an annual decrease of less than one percent – a very small figure.
Looking at the actions of other cities in China further underlines the EPD’s lackluster efforts. In 2011, the Beijing Government invested HK$2.1 billion towards reducing air pollution and Guangzhou committed HK$860 million for the replacement of high-polluting older vehicles. In contrast, the Hong Kong Government has budgeted only HK$390 million for carrying out air quality policies in 2012 – 2013.

Clean Air Network campaign manager Patrick Fung says, “Air pollution causes 3,200 deaths per year in Hong Kong, as calculated by the Hedley Environmental Index, and hurts Hong Kong’s reputation as a world class city, yet the Government continues to take little effective action. CAN hopes that this new report will encourage the Government to prioritize this issue, Hong Kong’s biggest public health problem, more highly.”
