美國資訊科技產業協會(ITIC)拜會環保署,交流資訊與通訊科技(ICT)產品處理與合作

美國資訊科技產業協會(Information Technology Industry Council, ITIC) 於4月10日及11日在臺舉行2014年會,並安排4月11日(星期五)上午10時由DELL、APPLE、Lenovo等國際大廠代表共5人拜會環保署,就我國廢資訊物品的管理回收、輸出入等議題交換意見,來訪外賓對我國廢資訊物品的管理政策有更深入的瞭解,並希望透過合作管道,與我國建立夥伴關係。 

        美國資訊科技產業協會(ITIC)係由美國超過50個資訊科技產業知名品牌所組成,該協會對於環境議題深耕已久,每年會擇一個區域辦理年會,討論及交換各國對資訊與通訊科技(ICT)產品輸出入、廢棄、回收等議題。 

        該會成員對我國廢資訊物品的輸出入管理尤感興趣,環保署說明我國對於廢棄物輸出入是採個案許可審查制,取得許可才能進行輸出入,且處理過程及其衍生廢棄物的流向亦要求網路申報與追蹤,自進出口至最終處理均有完善的管控。另屬有害廢棄物依法是禁止輸入,目前廢電腦等資訊物品因屬有害事業廢棄物,所以不得輸入處理。 

        環保署表示,自87年以來,已陸續公告電子電器及資訊物品類為應回收廢棄物,透過資源回收體系,國內產生的電子廢棄物大多進入回收處理系統,經估計102年國內廢電子電機產品每人每年回收量為6.01公斤,已超過歐盟每人每年4公斤的目標值,回收成效卓著。另統計101年公告應回收種類回收率已達80.4%。

Sustainability Science: Promoting Integration and Cooperation

The Rio+20 United Nations (UN) Conference on Sustainable Development, held in June 2012, put in place the process of developing Sustainable Development Goals that will converge with the definition of the Post-2015 Millennium Development Goals. This new global agenda is expected to address interconnected global problems such as water, energy and food security as well as critical social needs including poverty eradication, gender equity, health and education.
Sustainability science, which is an emerging approach of problem-oriented and interdisciplinary scholarship, provides a useful tool, methodology and base to deal with this interconnectedness and integrate our knowledge from social and natural sciences into policies, strategies and plans.
The objectives of this joint UNU/IR3S/UNESCO symposium are to discuss the issues, concept, approach and methodologies of sustainability science to reframe it within the broad political agenda, and to explore ways to strengthen international collaboration for enhancing the science–policy–society interface. The symposium will bring together representatives from these key institutes, UNESCO member states, scholars and policymakers to discuss the state of the art of sustainability science for its application in sustainable development policy and action.
Simultaneous English–French interpretation will be provided.

Regional cooperation for energy access and energy security in south and south-west Asia: prospects and challenges

This paper, prepared by the Energy and Resources Institute (TERI), highlights the major energy challenges that countries in the south and south west Asia sub-region are facing. It explores the linkages between energy and sustainable development, in particular the relevance of energy resources to poverty alleviation, gender equity, provision of education and health services, and protection of the environment. The report argues that the absence of lifeline energy is a dimension of economic deprivation, which exacerbates social vulnerabilities and inequalities. On the basis of a detailed review of the energy and sustainable development landscape, the report identifies five core areas where the countries of the sub-region can collaborate: improved utilisation of unequally distributed energy resources; establishment of energy infrastructure; addressing the challenge of energy access; promotion of renewable energy and efficient energy use; and the creation of sub-regional energy markets.

Viet Nam has urged Laos to continue its research on the environmental impacts of the planned Xayaburi Dam on the Mekong River.

Concerns over the proposed dam has also led to Viet Nam asking Laos to perfect the designs for the dam.

Vietnamese Foreign Ministry spokesperson Luong Thanh Nghi made the statement at a regular press briefing in Ha Noi yesterday when answering a question about Viet Nam's stance on the construction of Xayaburi dam in Laos.

Nghi added that he hoped Laos will work with Viet Nam, Cambodia and Thailand in conducting careful and comprehensive research on the cumulative impacts on the environment, economics and society of all hydro-power plants expected to be built on the Mekong River.

He added that Viet Nam expressed its viewpoint on taking the general management and sustainable development of the river into consideration while building hydro-power plants on the Mekong River at its discussions with Laos and International Mekong River Commission member countries.

The fair and reasonable exploitation and use of natural resources, especially water from the Mekong River, is of significance, and it is important to ensure the sustainable development of the Mekong River basin for the common benefits of riverside countries and locals living in the area, said Nghi.

In another announcement, Nghi said that Viet Nam and China presented and exchanged views on priority projects of co-operation in marine environmental protection, marine research, search and rescue missions, and natural disaster prevention at the second round of negotiations on less sensitive fields at sea in Ha Noi from November 6-8.

The negotiations were in accordance with the common perceptions of high-ranking Vietnamese and Chinese leaders stipulated in the Viet Nam – China agreement on basic principles guiding the settlement of maritime issues signed on October 11, 2011, said Nghi.

The two sides agreed to assign expert teams to conduct research and contribute preliminary opinions on these priority projects which are scheduled for further discussions at the next round of negotiations in early 2013.

Responding to a reporter's question on whether Viet Nam would raise the East Sea issue during the 21st ASEAN Summit and related meetings, Nghi said leaders of the ASEAN member countries would discuss various issues including those related to the maintenance of regional peace, stability and security during those events.

He underscored that together with other member countries, Viet Nam, as an active and responsible member of ASEAN, would strive to maintain and consolidate the association's spirit and operational principles, and at the same time exert efforts to further strengthen the central role of the bloc for peace, stability, security, co-operation and development in the region as well as the world at large.

Nghi also responded to another question that in light of Viet Nam's high ratio of trade turnover with China, did the country want to increase trade with other countries by expanding negotiations for free trade agreements (FTAs).

He replied saying that Viet Nam hoped to integrate extensively and comprehensively with the world, focusing on international economic integration.

He said that Viet Nam had already signed FTAs with many partners including ASEAN as a whole, and joined the association's FTAs with Japan, the Republic of Korea (RoK), China, India, New Zealand and Australia.

Viet Nam had also reached a FTA with Chile and an economic partnership agreement (EPA) with Japan. It was also negotiating FTAs with many other partners such as the Trans-Pacific Partnership (TPP), the Russia-Kazakhstan-Belarus Customs Alliance, the European Union, the European Free Trade Association (EFTA which includes Switzerland, Norway, Liechtenstein and Iceland), and the RoK.

Nghi highlighted that strengthening trade ties with other countries was a core basis that had helped the country implement its socio-economic development strategy up until 2012.

Cooperation between Vietnam and the European Union (EU) over the past time has brought in practical benefit for both sides.

Prime Minister Nguyen Tan Dung made the remark while receiving Ambassador Franz Jessen, head of the EU delegation to Vietnam in Hanoi on October 4.

The Vietnam-EU relations have well developed in all fields and bilateral trade value keeps increasing, he added. 
Mr Dung asked the diplomat to work closely with Vietnam’s relevant agencies to boost Vietnam-EU multifaceted cooperation, especially in politics, economics, trade, investment and tourism. 

He also asked the two sides to speed up FTA negotiations and affirmed that Vietnam supports EU’s efforts to enhance cooperation with the ASEAN. 

Ambassador Jessen pledged to do his utmost to boost the Vietnam-EU multifaceted cooperation, especially in politics, economics and trade. 

He also expressed his wish that the Vietnamese Government will create favourable conditions for EU investors coming to Vietnam. 

Welcoming new French ambassador to Vietnam Jean Noel Poirier the same day, PM Dung affirmed Vietnam’s consistent policy of working closely together with France to lift bilateral relations to a new height to fully tap their cooperation potential.

Vietnam will create favourable conditions for French investors to boost trade and direct investment to Vietnam, he said. 

The Government leader said that Vietnam wants France to continue providing ODA to Vietnam and proposed that the two sides should strengthen cooperation in education and training, science-technology and culture. 
The French Ambassador said he hopes the Vietnamese Government will create conditions for him during his tenure in Vietnam, so that he can contribute to lifting the two countries’ relations to a new height.

(CNEWS, August 28) With the witness of Chinese President Hu Jintao and Egyptian President Morsi, Chinese MEP Minister Zhou Shengxian and Egyptian Minister of Planning and International Cooperation Ashraf Al-Arabi, on behalf of the environment authorities of the two countries, signed Memorandum of Understanding between Ministry of Environmental Protection of the People’s Republic of China and Ministry of State for Environmental Affairs of the Arab Republic of Egypt on Environmental Protection at the Great Hall of the People today.

Under the framework of the MOU, the areas of bilateral cooperation include waste management and recycling (including solid wastes, agricultural wastes, and hazardous wastes), marine environmental protection and integrated coastal belt management, biodiversity and nature conservation, wastewater management and recycling, development of environmental policies and statistical indicators, environmental protection and climate change, environmental technologies for eco-agriculture, and other agreed areas concerning the protection and improvement of the environment. The signed MOU will further promote the bilateral environmental cooperation and be conductive to facilitating healthy bilateral ties.

S. Korean Updates: Mutual agreements with the U.S. and Canada on Eco label


Agreements for mutual cooperation on Eco label with the U.S. (Green Seal) and Canada (EcoLogo) are concluded.

Korea Environmental Industry & Technology Institute (KEITI) of the Ministry of Environment announced on the 16th the conclusion of agreement which mutually recognizes Eco label, assigned to environmentally friendly products, Green Seal of the U.S. and EcoLogo of Canada.

Mutual Recognition Agreement (MRA) is to accept the reliability of eco labeling program of each country and to act as a proxy in acquiring the eco label of other countries for the citizens of each country who apply for the accreditation.



The conclusion of the agreement opened the road for domestic companies to acquire eco labels of the U.S. and Canada via KEITI. Acquisition process does not require the companies to obtain certification from North America examinant and test institutes, thus save large amount of time and cost for eco label accreditation.

In particular, it is expected that the agreement will provide opportunities for environmentally friendly products to enter into North America market and the U.S. public sector market.
Green Seal mark is essential for the U.S. public sector market as Green Seal Inc. is running cooperative programs with state governments, schools and public facilities of LA and Chicago.
In addition, EcoLogo products of Canada are highly recognized across North America market, also widely distributed in the U.S.


KEITI is planning to expand the exchange and cooperation through various programs and activities.

India joins hands with S Asian neighbours to protect wildlifeNew Delhi: Recognising the danger posed to wildlife from illegal trade, India and its South Asian neighbours have agreed to develop institutional mechanisms to promote harmonised and collaborative approaches to common threats, a government document said.

However, the modalities of this agreement and the ensuing legal structures evolved at the First Meeting on Illegal Wildlife Trade in South Asia held in Kathmandu two years ago are still under discussion.

India is a lucrative market in the USD 20 billion global illegal wildlife trade.

At a time when poaching and illegal trade of wildlife articles have assumed alarming proportions, the Environment Ministry document has conceded that the South Asian nations were "not resourced adequately" to deal with the problem.

A number of regional initiatives have emerged, including SACEP (South Asia Cooperative Environment Programme), SAWTI (South Asia Wildlife Trade Initiative) and SAARC Convention on Cooperation on Environment to check the illegal trade of wildlife articles.

"...But (these agencies) have not been resourced adequately to implement activities," concedes the document --Environmental and Social Framework Document for "Strengthening Regional Cooperation in Wildlife Protection in Asia"-- prepared for financial assistance from the World Bank under regional IDA (International Development Association) window.

When contacted, officials in the Wildlife Crime Control Bureau (WCCB) refused to share more details.

Wild animals are killed for the flourishing illegal international trade of their skins, bones, flesh, fur, used for decoration, clothing, medicine and unconventional exotic food.

Victims of the trade include the iconic tiger and elephant, the snow leopard, the common leopard, the one-horn rhino, pangolin, brown bear, several species of deer and reptiles, seahorses, star tortoises, butterflies, peacocks, hornbills, parrots, parakeets and birds of prey and corals.

Yearly trade of wildlife articles probably ranks third after narcotics and the illegal weapons trade, says the document quoting INTERPOL.

The nations across the world are also signatories to CITES (the Convention on International Trade in Endangered Species of Wild Fauna and Flora), which was set up to ensure that international trade in specimens of wild animals and plants does not threaten their survival.

The report says that poaching techniques are "extremely gruesome".

"The more egregious methods include skinning or dehorning live animals and transportation of live creatures in inhuman conditions," it says.

Poaching has become so intense that tigers have disappeared from many parks throughout Asia.

"Nowhere has the impact been greater than in India and Nepal which remain the bastions of tiger conservation," says the document.

India has a Memorandum of Understanding with Nepal on controlling trans-boundary illegal trade in wildlife and conservation, apart from a protocol on tiger conservation with China.

A Global Tiger Forum of Tiger Range Countries has been created for addressing international issues related to tiger conservation.

India has appealed to China to phase out tiger farming, and eliminate stockpiles of Asian big cats body parts and derivatives. The importance of continuing the ban on trade of body parts of tigers was emphasised.

The economic value of the illegal wildlife trade is determined primarily by cross-border factors. Wildlife are poached in one country, stockpiled in another, and then traded beyond the South Asia region.

  香港環境局、廣東省住房和城鄉建設廳及澳門運輸工務司今日(六月二十五日)共同發布《共建優質生活圈專項規劃》(《專項規劃》),在環境生態、低碳發展、文化民生、優化區域土地利用及綠色交通組織等五個主要領域訂定長遠合作方向。

  為落實《珠江三角洲地區改革發展規劃綱要(2008-2020年)》,三地政府於二○○九年十月共同開展《專項規劃》的編制工作,並於去年九月就《專項規劃》的初步建議,共同展開為期三個月的公眾諮詢。

  環境局副局長潘潔博士說:「我們在公眾諮詢期間收到不少意見及建議,大部分均支持粵港澳三地共同編制《專項規劃》,並認同《專項規劃》提出的願景。回應者認為大珠三角地區有很大的合作空間及潛力,希望三地政府攜手,共同將大珠三角打造成宜居和可持續發展的區域。公眾意見經深入分析及歸納後已適當地納入《專項規劃》內。」

  潘潔說:「《專項規劃》是首份粵港澳三地共同編制的區域性專項規劃,提出了共同將大珠三角地區打造成優質生活圈的願景,通過構建一個低碳、高科技、低污染的優質生活城市群,提升大珠三角地區的競爭力和吸引力。」

  在粵港澳共同提升環境生態質量方面,《專項規劃》建議加強區域大氣污染物減排控制合作,粵港兩地將在落實《珠江三角洲地區空氣質素管理計劃(2002-2010年)》的基礎上,完成並公布2011至2020年香港及珠三角地區空氣污染物減排計劃;並會優化區域大氣監測網絡;以及探討控制大珠三角海域大氣污染,包括研究在大珠三角港口推動船舶泊岸轉用更清潔能源的措施。

  《專項規劃》亦建議三地共同促進低碳發展,推進區域應對氣候變化的合作,包括在總結「清潔生產伙伴計劃」經驗的基礎上,研究進一步推動企業實行清潔生產的方向;促進環保產業發展,透過環保博覽會及貿易考察活動,為區內環保產業確立優越的品牌;與及支持新能源及再生能源發展,促進新能源與可再生能源產品的廣泛應用等。

  潘潔表示:「為落實《專項規劃》所建議的具體措施和項目,粵港澳三地政府將會善用現有的粵港、粵澳合作聯席會議機制,將《專項規劃》提出的合作建議納入相關專責小組的議事日程積極考慮,並會根據實際情況協調推進落實合作建議,同時會按既定機制及程序進行項目審批及諮詢。在落實合作建議時,將會優先考慮推行共識較高的建議。一些具備合作基礎,或有延續性的建議,屆成熟時會陸續落實推行。 」

  環境保護署(環保署)及環保園管理公司今日(五月十七日)舉辦「環保園之友2011/12」頒獎典禮,嘉許所有參與計劃的團體、機構及公司,表揚它們對環保園內循環再造商的支持,有助推動本地回收及循環再造業的發展,攜手建立綠色香港。

  「環保園之友」計劃於二○一○年推出,旨在鼓勵團體、機構或公司與環保園租戶建立合作夥伴關係,提供實質支援予環保園租戶以經營其廢物回收及循環再造業務,包括提供廢物資源予環保園租戶、協助環保園租戶回收廢物,以及於其公司日常營運中,支持使用於環保園內所生產的循環再造產品。

  今年是第二屆的「環保園之友」計劃,共吸引七十九間來自各行各業的團體、機構及公司參加,包括製造業、飲食業、酒店業、零售業、物業管理、物流、公營機構及政府部門等,較上屆共四十九間參與機構,反應更為熱烈。

  頒獎典禮於九龍塘商界環保協會舉行,部分環保園租戶在典禮上分享他們循環再造業務的最新發展,以及如何透過「環保園之友」計劃在社會推廣廢物資源回收。此外,部分獲嘉許的企業亦分享他們如何透過「環保園之友」計劃,達致企業與回收再造商雙贏的局面。

  環保園於二○○七年開始運作,以可負擔的租金為回收及循環再造商提供長期用地,並提供完善配套設施,減輕園內回收及循環再造商的基建開支,以鼓勵他們投資更先進的技術及處理工序。環保園的設立可促進廢物資源重用,把可再造資源重投生產線及消費圈,推動本地環保和循環再造業的發展。

  環保園第一期的五名租戶分別回收再造廢食油、廢金屬、廢木料、廢電腦及廢塑膠,而兩間非牟利機構,即仁愛堂及聖雅各福群會,則在環保園第二期分別營運廢塑膠及廢電器電子產品再生中心。

  此外,五名新租戶現正密鑼緊鼓在第二期的土地進行廠房興建的設計及規劃,預計可於二○一三年開始營運,處理的可循環再造物料涵蓋建築廢料、廢玻璃及廢橡膠輪胎。

  環保署及環保園管理公司會繼續加強環保園的市場推廣、鼓勵更多租戶參加環保展覽及會議,以及在屋和工業大廈推出可循環再造物料回收計劃等。屯門區議會亦會繼續與環保園合作,舉辦更多推廣活動,鼓勵區內居民積極參與廢物回收。

[S. Korean Updates] Korea-Australia to hold a ministerial meeting for cooperative plan against climate change

Minister of Environment Yoo Young-sook and Greg Combet, Minister for Climate Change and Energy Efficiency, Australia, are having a bilateral meeting on 27 and discuss on cooperation plans between the countries against climate change. The meeting held by Minister Yoo’s invitation is a follow-up after bilateral meeting during the 17th Conference of the Parties (COP17), 2011. Both Ministers had agreed on the need of active measures for reducing the greenhouse gases and emission trading which is a cost effective way to reduce the greenhouse gases based on the market mechanism.

During the meeting, Ministers will share Australia’s experience in carrying forward the emission trading with fixed price which is planned to be implemented in July and look for possibilities for cooperation between the countries’ policies.

Australia is one of the Annex I parties with targets and has adopted National Greenhouse-gas Emission Report (NGER) in 2007, establishing a system which Australian corporations measure, report and verify the greenhouse gas emissions. Possibility of policy cooperation and synergistic effects are expected as Korea is also planning to implement Green House Gas & Energy Reduction system, establishing Measuring, Reporting and Verification (MRV) system this year and start pushing ahead with the adoption of emission trading from 2015.

In addition, the two ministries are planning to review holding regular MRV technical meetings from second half of 2012, agreeing that mutual acceptance is required on greenhouse gas MRV system for joint greenhouse gas reduction policy. Also, Minister Yoo is expected to request for Australia’s cooperation so that a new direction for climate change system can be presented during the upcoming Pre-COP in Korea, following Kyoto Protocol.

“As Korea and Australia have similarities in environmental field including emission trading, huge effect is expected from the meeting,” an official of the Ministry of Environment said.
